Pursuant to Articles 78 and 83, paragraph 1 of the Constitution, proposed by the Council of Ministers, THE ASSEMBLY OF THE REPUBLIC OF ALBANIA

GENERAL PROVISIONS
Article 1
Purpose
The purpose of this law is to ensure conditions for the supply of electricity to consumers, according to standard parameters. This is provided through the efficient functioning of the electricity market and the development of competition in this sector, taking into account the interests of consumer protection, minimizing the costs of the electricity service and its compatibility with the environment.
